People on welfare are still getting their welfare checks and maybe they'll be excluded since they are already getting support.

I would bet the vast majority of people who would receive a check do work and do pay into the system. So, they're not getting 'your money', a-hole. Think of it as them getting some of their money back.

trump and romney saying stipend checks (or whatever you call this) to boost spending and help alleviate missed checks

We've done economic stimulus packages in the past. I'm not sure how effective they are.

The Bush administration created the 2008 stimulus. The Obama administration continued with cash for clunkers etc.

This situation is fairly unprecedented with large sectors of the economy being asked to shut down. It's hardly a traditional downturn.
