The scum was using his vehicle in the commission of a crime. It is no different than using spike strips to immobilize a vehicle. It deprives the scum of the ability to move it elsewhere and use it in further crimes and once it's towed off and entered as evidence, it pretty much deprives the scum of ever using it again.
