Poking fun at people with mental disabilities

Mainly the downs syndrome people.
Mostly it looks like they're having fun with it as well but their mental capacities to me doesn't make it right.
Not going to lie, i've chuckled at their expense a few times so. Is there a line that needs to not be crossed when it comes to laughing at them or do you just not find any of these internet memes funny at all?

i got scolded one time for using the term retard in the pure scientific sense (iq under 70) b/c a person with down syndrome was in the room
i wasn't calling that person a retard nor was i being mean in any way
but now that i'm off my soap box, mocking the mentally deficient is an issue i struggle with. and this goes from idiots to those with serious defects

Having worked the special Olympics, I still laugh my arse off at the memes and such.
I do feel bad though, because those are some of the happiest people in planet earth without a care in the world. They were just dealt a shitty hand in life.

There's a mean way and another way where you are just laughing at something silly or quirky that they say or did just like you would with a person who doesn't have a disability. Putting anyone down for doing something stupid is usually innapropriate. Unless you are online where nothing is real anyway...

yeah it's just a weird situation b/c they didn't do anything to be in that boat
on the other hand, in normal life we rip on each other for stuff we can't control with our friend groups
one of my best friends growing up was involved in a serious car wreck at the age of 5 or 6 and he suffered serious brain damage and i grew up with him (his brother was my best friend). so i do have legit, substantial, personal experience and i'm not just speaking theoretically
