Not that it matters but the background on this might point to why the officer was amped up.
The car was seen fleeing the scene of a shooting a few minutes earlier and had bullet holes in the back window when the officer got it stopped.
As far as that goes though, I have trouble seeing why the officer would approach and start taking the driver into custody by himself. I would think that situation definitely qualifies as a Hold them at Gunpoint until Backup arrives type of scenario.

Nah, they will say they feared for their life, the DA will then toss the case at grand jury level and either present no evidence or only very friendly evidence to the LEO. Then once a no bill comes back the DA seals the transcripts so no one knows what happened.
Meanwhile the cops that pulled the trigger get a 6 month paid vacation, and most likely a police union supported promotion for not breaking the law.
A civil trial then ensues and the city (but not the officers) pays a lot of taxpayer money. 6 months after the civil trial is over the whole ordeal is forgotten.
Statistically speaking this is the outcome for the vast majority of police shootings like this.

Yeah context changes things a little bit. If it was a pursuit with gunshots and all that, it was likely a super tense encounter once the cars stopped.

According to Tennessee vs. Garner, the officer may not use deadly force to prevent escape unless "the officer has probable cause to believe that the suspect poses a significant threat of death or serious physical injury to the officer or others." Rationale is to prevent further violence perpetrated upon other subjects. If this kid just shot someone, then the officers may have a defense.
