Per Capita Homicide record broken by.....

A surge of homicides in the starkly divided city resulted in 343 killings in 2017, bringing the annual homicide rate to its highest ever - roughly 56 killings per 100,000 people. Baltimore, which has shrunk over decades, currently has about 615,000 inhabitants.

Doesn’t New Orleans have like the top 5 records per capita. Pretty sure 93 and 94 has murder rates over 80

So it's the police's fault thugs are killing thugs? How is that even possible? They're basically saying that the citizens of Baltimore can't control themselves and without a heavy police presence, they will act like animals.
