People who dig through donation bins

Is there anything that says white trash more than this. Just took this pic at Siegan lane Academy. I know the lady was digging through the same bin from when I got there till I left. Probably 20 min. I heard people get all the stuff and have garage sales.
On the grey bins you can call police and if they get arrested you can get a $200 reward.

No one donates to help people. They donate because it’s one step away from the garbage (wasteful).
