people stranded in NOLA by Katrina - victims or willing participants?

I mean everyone knew the storm was coming - if you stayed back in a city below sea level - you weren't really a "victim" but a willing participant.
hopefully the lesson is learned if a major storm heads to Nola again - GET OUT....
of course I am referring to the people with means and ability to get out - not those without the means or ability

To be fair, after Hurricane Andrew we had what seemed like one or two evacuations a year. I remeber Georges and others that just missed us. Some I think were tired of the BS of evacuating. Hell I was ready to hunker down too. I left at the last day I could.
Also a lot of people in the city don't have cars and didn't have a way out. Now they do. They have evacuation pick up spots that they added.
This was the second time the superdome was used as a shelter, I remember the first time it getting messed up and the SMG management said never again. but so many people showed up that they had no choice.
I'm guessing by your OP that you were not there.

my aunt & uncle lived in gretna and every single time a hurricane was heading towards LA they just assumed it would take the city out and would bring their belongings north to monroe to hang with us.
katrina was no different, they just said 'yep, it was going to happen eventually'.

Would have been a nonissue had the levee not been "blown up." No way to anticipate the levee being damaged so catastrophically.

I wouldn't say "no way" but we have a lot of not so bright folks in the country who probably can't consider probable outcomes very well. Some people's brains don't work like yours or mine.

do you realize that New Orleans actually dodged a bullet for Katrina? If could have been much worse...the city was spared......
until the levees broke after the storm had already passed.
then the slow response and lack of preparedness and planning led to even more destruction by the people that were left behind.

Yes the people that had the means to leave and didn't are annoying, but I wouldn't go as far to say they were asking for the awfulness of the situation. I didn't wear a seatbelt driving down the block yesterday, did I deserve to die for that minor infraction?

In all seriousness we wouldn't have flooded in Jefferson parish, had that corrupt a-hole Broussard not decided to turn off all the pumps and then keep the workers a five hour drive away.

Not trolling here but exactly where were the poor people supposed to go? With little to no money and in a lot of cases no mode of transportation what were their options?

Yall two are starting to argue past one another.
It doesn't matter how the levees broke in your discussion. Just that everyone knew there was a real good chance they would. I remember New Orleans people telling me this when I first arrived at LSU in 2003 as an out of state Mississippian, nit to mention Tv shows id seen about it. The actual cause is irrelevant when we're talking about why people didn't leave IMO.
