Louisiana - like every state that collects individual income tax - has rules that establish "domicile". You are deemed a resident of the state that you are domiciled. That's not necessairly the same as where you are currently "living" - ask an active duty military member about that.
Where you are domiciled is a facts and circumstances test. If challenged, LA will ask you to prove you are domiciled in another state. There are several things the state will look at. Generally, it's a "majority rules" situation.
Drivers License
Vehicle Registration
Homestead Exemption
Voter registration
If you have children, where they attend school
LA doesn't really do a lot of checking against DMV records to see if a return was filed. Rather, they check against federal info.
I've had a lot more client issues with clients filing a return with an LA address - and not filing an LA return, than I have with clients filing with a Texas address, not filing an LA return, and having an LA drivers license.
But if you are unlucky enough to get caught... and you can't show that a majority of things listed show you changed domicile - yes, they are going to come after you.

Hmm, if I recall correctly, I believe this had more to do with registration/car insurance.
Louisiana was fining people via mail that cancelled car insurance on sold cars and/or people that changed car insurances after moving and didn't notify the state ahead of time. So they chalked it up to a lapse in car insurance. Regardless, they were literally mailing these fines to addresses people no longer lived at.
Then there was whole issue trying to dispute or provide proof of insurance and there was no way to do so and avoid the fine.

Are states and cities with income tax really wasting time and money going after a few thousand in potentially avoided taxes?
Unless we are talking multi millionaires trying to avoid income taxes by claiming out of city/state residency I've never heard of cross referencing DLs to federal tax returns.

Ah maybe, I've only really seen it when a W2 is for an place of an employment in a city/state and a high income individual claims not to have residence in that city/state.

A lot of this stuff can pretty easily be cross referenced by a computer. I don't know exactly how Louisianas systems work, but Texas' systems are actually really efficient.

You think “most” of the people downvoting Mingo moved to another state without getting a new license plate, getting a homestead exemption, registering to vote, or sending their kids to school?

You got downvoted to hell but you’re absolutely right. Louisiana will come back for those taxes.
What if you moved to Texas mid year, one residence address that changed when you moved. You kept same job, but the job was for a company in Louisiana but you worked remotely from your address, which changed mid year.
Is Louisiana entitled to that 2nd half of years state taxes? You were living and working FROM Texas.
