If you aren’t making money or will have to close in 3 months anyway is taking a license really a threat?
If these are the restrictions till Covid is gone (likely a year or longer) bar owners have nothing to lose.

Advice to the OP: if you have attorney friend, see if he is willing to hang out from 10pm-2am the first few nights. He could witness what the ATC does and how they do it, and it may provide you with something more to fight with because you will end up in court. I would volunteer (because you are a Goddamn patriot), but I am not in BR.
