They will definitely walk away but I am sure they will file a suit based on how this has affected their image. The headlines aren't' "Kailas Hotel collapse" it is "Hardrock Hotel collapse" nearly everywhere you look.

Not to mention they’ve probably issued PO’s (at a minimum) for furniture, fixtures, signage, etc

They are trying to build a hotel in the old State Palace across the street. As the current project is never going to be built I could see Hard Rock jumping in there as the old facade they are going to save would look awesome on a Hard Rock. As it is out of the same zoning area they could also build taller.

Citadel is probably going to be released from the job, and the holder of the performance bond or the insurance company will be hiring the next contractor to complete the job.
I wouldn't trust any part of the design above the parking garage, and would even question the parking garage design. Relying on load bearing walls to achieve the allowable unshored span length of the composite metal deck when the walls will not be built until after all the structural frame/slabs are in place is a design disaster. Even with the temporary shoring the slabs were deflecting past typical allowable dead/live load deflections with just self-weight and light construction loads. While all responsibility is typically on the contractor to handle temporary bracing/shoring conditions until the permanent elements are in place, this design is almost not constructible.
