I wouldn’t want my toilet to use 4 gal of water every time I take a piss. Every toilet should have the 1 and 2 flusher.

We have the 4-5 gallon ones from the late 80s. I've been remodeling this house for 5 years but I'm holding on to them like a classic car sitting in the garage

Mine are from the late 1960's, put dual-mode flush valves in them. #2 mode doesn't frick around.

I believe there is some government regulation about how much water they can use per flush. They all have smaller tanks now. Ours swirl around for 20 seconds but you never have to flush twice

4 1/2 million gallons per second flows close past my house to the Gulf every second of every day on average. I think we can spare an extra half gallon or so the few times I flush each day. If you have water issues where you live, take appropriate actions with regard to your plumbing fixtures, I guess. Don’t force it upon areas that don’t, though.
