I recently replaced the fill valves on our toilets. They came with a gauge to set the valve that controls the amount of water that goes in the bowl. I set it correctly for our models at first, but the bowl didn’t have much water in it. Said screw it and jacked the valve wide open. Much better, and two flushes are no longer required.

Some manufacturers have figured out how to make loflow work just fine. You're going to pay 250-500 but they work well. Toto makes several and they come highly recommended by plumbers.

The old tank ball models waste far less water for two reasons. First, you almost never have to flush them twice. Second, it's easier to stop them if the tank doesn't seal and they keep running.
