I don't think anyone is saying you can't, Fauci is just being careful with his words. You will rarely hear a scientist or expert speaking in absolutes, because there's always edge cases.

I’m starting to think either Fauci and the rest are all idiots or they hair don’t want this thing to end. They claim they want people to get vaccinated. But at the same time they keep saying how even after getting the vaccine you still have to wear masks, stay home, and all the rest. How is that going to motivate average person to get the vaccine? If they want folks to get this vaccine message that needs to go out is “Get the vaccine and your life goes back to normal”. Right now the average person, especially a young, healthy adult has zero motivation to get it.

Can’t wait for Fauci to come back in 3 months and tell us it’s not ok to hug even if you’re vaccinated.
