If my ex live-in GF owes me money, is it legal to keep her property that is in the house (furniture, personal stuff, etc) until she pays me back?

No self-help. If you keep her stuff and she can prove it is hers you could be liable criminally and civilly for conversion. Like Doug Llewellyn says, take her to court! The People's Court.

You could lock her out and force her to sue you, in which case she'd have to pay some money to file the case. You might could use that as leverage. How you can handle this depends on what she owes you and the likelihood she'd find someone to bust through your door. You'd want to put a camera up she doesn't know about. If someone busts through your door or a window that's even more leverage.

If she sends cops for her stuff, just say it belongs to both of you. Forcing her to handle it legally is your leverage.
