Ummm....non white people are the most susceptible people. Why is this Oregon county racist?

So did they just basically tell black people that they don't have to wear a mask because when a white person sees a black person in a mask they assume they are going to commit a crime? Isn't that assumption racist?

That isn’t so important as Lincoln county is a huge vacation spot, people go to the coast for the weekend over the summer, so this exemption should be really questioned at this point... fortunately I vacation in tillamook county
