jail isn't a meaningful consequence to people who do not grasp the severity of it. going to a boot camp where they would be given structure and know what hard work is actually like would be 100% more effective.

There's really no defending this and charges should be pursued.

I did not say jail. I said a meaningful consequence . For some, jail might be. For others it might be something else

Thank God they only account for 12%-13% of the population. I couldn't imagine a 20% and above range.
