Ok,so what's stopping a "sleeper"from getting in to the Special Olympics?

Yes,I know there are obvious looking athletes that qualify but some don't seem that "special"
Is there some type of test these folks have to pass/fail
to qualify?

If you are the best at a olympic sport but you are "special", do you compete in regular olympics (which you will win) or special olympics?
