I thought that he had warrants for not meeting with his probation officer but it came out that he had a warrant because he ran from the cops so he had a history of trying to flee.

But a cop pulls someone over. Who has a warrant for carrying a gun and fleeing. You as a cop attempt to detain him and he bolts back for the car. You are now possibly in a life IR death situation. Do you wait and let him get a gun? By that time you could be shot dead. That's a tough decision for anyone to make.

He was arrested for having a handgun without a permit, and probably not being old enough to possess one, and running from the police.
That may be the worst possible combination of charges an officer can see after running someone's name.

If what you say is true and she really did mean to pull the taser and accidentally fired the pistol. Then yea she should absolutely be held accountable for her actions.

Absolutely. But you are still presumed innocent before being found guilty so the city manager is right that he can't comment on any of that until she receives due process.
