Sounds to me like he's calling him out for:
A: Stopping women (especially latinos) for his own pleasure.
B: Having polar opposite stats compared to the average numbers. He is obviously implying that the officer is favoring certain parties.
I never heard "arrest more black dudes"...

Agreed. Also he is basically telling him to man up and stop being scared & harassing women b/c he doesn't want to take on a full grown male
