Those require a good amount of training and certifications, often even college degrees. What the Destroya is pushing is more along the lines of finding the last people to be mall cops at Cortana Mall, clone them, arm them and send them out to be "police" but under auspices of Homeland Security instead of NOPD so they don't have to worry about the Consent Decree.

Black mayors have figured out how to circumvent law enforcement policies.
