I don’t know. I’m guessing there are violent crimes in which the DA has discretion on whether to charge the juvenile as either a juvenile or an adult.

A. It is unlawful for any person who has not attained the age of seventeen years knowingly to possess any handgun on his person. Any person possessing any handgun in violation of this Section commits the offense of illegal possession of a handgun by a juvenile.

For self protection?
If by "armor piercing" they mean green tips, which are very minimally armor piercing, then I recently lost some of those in a boating accident.
