Counter with a freedom of information act request for everything that you can possibly think of related to the ticket. Officer name, training, contract with the company who owns them, number of tickets issued, number of tickets paid. . Make them pay a lawyer to gather all of that for you. Then don't pay it.

If everyone did what I am saying we wouldn't have this racket

I heard you should file for discovery as late as reasonably possible. Like if your area is normally 30 days needed for response for discovery, file/mail it 30 days before court date. Send them a reminder 5 days before court. Hopefully they don't send you anything, you go to court and go to judge and say "Hey I filed for discovery in reasonable time. They failed to respond. I even reminded them with this follow up. Please dismiss the ticket as the prosecution is clearly wasting our time and ignoring discovery."

You want to file discovery of all material information relating to the ticket. This would include, the make, model and serial number of the dragon cam used to ticket you, The name of the officer who was using the equipment, the complete maintenance record of the device since it’s initial use by the department, the complete record of manufacturers annual certification of accuracy, a complete list of training the officer was required to complete in order to use the equipment, the officers schedule for the week of your ticket, etc.

Create two copies and Send a letter via Certified Mail to the institution issuing the speeding ticket and formally request the information relating to your speeding violation with questions such as serial number and manufacturer of the equipment used, if the equipment is stationary or mobile, and a complete record log of all calibrations, maintenance and annual certifications since the institution began using the equipment. Then you can begin asking about the officer who signed off on the ticket such as their beginning and current length of employment, any disciplinary charges, current certifications, training received for operating photo speed division cameras, on duty time the day your ticket was reviewed. You are trying to gather as much information to defend yourself. If they return to you the information, sort through it all make sure it’s all there and if it’s not take note of it. If living out of state, I'd not worry about it for a single second.

However, if it is still like is once was and you don't pay the ticket, they will boot your vehicle if spotted parked on the city streets and hold you for ransom of sorts until it is paid with late fees and also to have the boot removed.
