I will volunteer now to do a full assessment to see where those at fault went wrong. It will take 2-3 months to collect evidence and compose my draft. I will submit my bid for this project at 500k.

This is somewhat untrue, the local governments don't get to "approve" the work. They attend a final inspection to raise any final issues, then after addressing them the Corps sends a letter saying they're done. There is no document the city signs agreeing it's complete, it's not part of the contractual agreement between the Federal Government and local government for the project.

There is this fun thing called progress meetings where shite like this usually gets discovered and corrected. As the "owner," the City should be inspecting or have someone inspecting on their behalf throughout the project.
