NOLA may crack down on "weed" vans

I was a block off Canal and a guy was standing by one of those vans. He handed me a lollipop which, because I really wasn't paying attention, I took. He then jumped in front of me and demanded payment. I tried to give it back and he wouldn't take it. I then flipped it in his general direction and walked off. frick those guys.
It was my impression that he thought I was a tourist and he could intimidate me into paying. For whatever reason, I constantly get pegged as a tourist by the idiots down there. Especially the "got yo shoes" guys. As soon as I open my mouth they realize I am local and walk away.
