It's not giving up, it's being smart.
Granted I live uptown, but I never lock my car door. I keep nothing of value in the car so I'd rather them just open the door and find out rather than busting out a window.

Yeah, the city is failing to stop the rampant uptick in car jackings/break ins, but damn, it's his fault for parking downtown at 1 in the afternoon.

Knock on wood, but I've worked downtown for 26 years and lived in NO longer than that and have "only" had a window broken once, in a surface lot the late '90s when I was working late one night. But I rarely park on the street these days.
Unfortunately the politicians are deaf to the sound of people voting with their feet (if anything it usually helps their reelection chances) and I'm not too optimistic that things will change soon.
