I've only been in oh I don't know.. 20 plants or so. What do I know. You're right. There's no reason a company would give out "cell phone approved" hard hat stickers.

1) Protection of proprietary information and control of information leaving the site is the biggest one
2) Not intrinsically safe is the easy "because I said so" reason to list. They almost certainly ARE intrinsically safe, but very few cellphones have the expensive testing required to prove it, so it's an easy way to keep them out of the units and make having a cellphone on you without authorization a "your arse will be shitcanned so fast if caught, you'll be in your truck two miles down the road before you realize what happened" infraction.
3) Reduction of distractions in a dangerous work environment
4) Plants don't want their business instantly on social media, ESPECIALLY for things like upsets or incidents
5) I'm paying your arse to weld, not play on your phone
6) So on

Intellectual property. It's major business.
For example, A vendor selling adhesive to various paper mills could be enticed to snag pics of a client's competitor's processes, technology, etc.

Everything you listed has to have a permit written in order to use in the unit. Which means protocols were taken to make sure they can be used in a safe manor.
