This is 100% accurate and the most important post in this thread. EM received full ITEP for the PO expansion in late 2018 with approval from the Metro Council, Sheriff, and School Board.

Yep, I’ve been working on it for 9 months at least and a lot of work was done before my portion.

Yeah, like others have said, this has been decided for years. A project of this magnitude can be shelved, but it can't just relocate on a dime.
