Construction will suck, but they came up with a very good solution to all the problems in that section between I-110 and the city park lakes. Cars won't be able to exit at Washington from I-110, and they will be routed to the Terrace street exit if they are coming from that direction. I-10 will have continuous lanes east bound, so traffic backups onto the bridge will be reduced significantly. There will be service roads alongside the highway and a way to get onto I-10 E from Dalrymple.

This is true.
But I think their goal is to make sure that their road improvements are earmarked and covered more securely than before.

Two continuous travel lanes off of the bridge isn’t enough. There is a TON of volume through that spot. It needs to be three. Three full wide luxury travel lanes blasting around that corner. But they don’t have the balls to do it.

If the Washington Street exit were closed, traffic I-10E has one less congestion issue.
Like I said...extend the median between 10 and 110 and this problem is solved. The vehicles couldn't cross and they don't need to given the new exit. Once the second lane is added to 10 and keeps going forward past the Washington Street exit, I don't see where Washington Street exit is a problem. If that's the case, then every exit on the interstate is a problem too.

IIRC, they are going to widen the deck of the entire elevated section between Perkins and the river. So they could in theory add in yet another new outside lane later with some paint and reflectors.
Don’t think they started construction on any of it except for the part by the 10/12 split.

Agreed.
If money weren't a concern I would say put an inner loop bridge at Addis and an outer one at St. Gabe. The Addis location makes it more attractive for pass-through traffic (not having to drive as far south) while the St. Gabe location opens up a frickton of new land to be developed for the population moving south (taking pressure off the southern migration on I-10). Both would give excellent avenues to/from LSU.
At this point I'm good with either, just get the fricker started already and -for the love of God- connect it to I-10 at least on the west side of the river.

A lot of the EBR Parish road construction they show is being funded with MOVEBR and other local funding. I'm certain this legislative delegation has good intentions. Maybe leveraging MOVEEBR's scheduled 1 billion contribution to get grants and Federal dollars back into the region? I definitely need to read the entire PDF to make sure we aren't getting another billion dollar bridge to nowhere.

The Boat is correct, but I would go further and make it 4 lanes (got to plan for the future) and build a median that is a 8' high concrete wall that extends past the Washington St. exit.
I would bet a dollar to a donut that some idiot coming SB on I-110 would stop and would try to go around the wall ,cutting across 4 lanes of high speed interstate traffic, in order to get of at that damn Washington St . exit.

am I reading this right? 14' noise barriers on the bridge over the Lakes ? Guess that's one way of beautifying them...

Yeah they seem to be leveraging local and state funding to try to get federal funding....and then pushing for additional local funding for projects farther down the pipeline.

Oddly enough they have chosen the design for the bridge over city park lake very recently. It appears to have much lower noise barriers than 14.
