If I were the mayor of my city, and my city was in the situation her city is in, then you wouldn't find me at any parties. You'd find me pissed off, and fed up, and using all of my power to fix things and bust some heads. I would be so fricking angry at the sight of that gif if I was a New Orleanian.

Because you think she actually give a shite about DOING THE JOB of the mayor. She and her ilk like the title and privileges that come with it. She couldn't really care less about the city because (a) it doesn't effect her personal well-being and (b) the citizens, who soundly reelected her, aren't going to hold her accountable for anything.
For a large portion of those who elected her rampant crime, murder, corruption, and general lack of a give a shite about the city, are not outrageous occurrences. It's just a normal aspect of every day life. Thus, your confusion comes from looking at her through the lens of your norms. Through the lenses of the majority of her voters she isn't "out of touch."

She's only beholden to the Democrat voting population. And, the Democrat voting population is ok with her behavior.
Every comment that begins with the premise that she's trying to fix New Orleans is off base.
