I guarantee you that there will be at least one plant given the money that will be provided a good job, etc.
All to be put on display a year from now to "prove" how great this program is.
Wouldn't be surprised that just about every one selected for this program won't be taken care of in some fashion.
No group donating $500k to a cause isn't going to try to make sure the program appears to be a success.
Even if they have to manipulate the results.
