My guess is you'll get better odds of hell freezing over before anyone is simply fired from a Civil Service job.
It's not as easy as it is in the corporate sector to fire someone from Civil Service related jobs, and even if fired, there is a very strong likelihood they would appeal it and get re-instated complete with backpay for time suspended and punitive damages in the lawsuit.

When you do something that is a very obvious violation of the laws pertaining to civil service employment, it's actually pretty easy. I've seen good workers get shitcanned quick over a single lapse in judgement that pales in comparison to this.

Oh, and I'm in no way condoning anything either of those 2 did or said and they certainly exposed themselves to their fellow employees in such a negative manner.
I'm sure there will be some consequences around fire stations when they are on their shift and have to exist with them for 24 hours at a time.
