It’s not a problem. Neither smoke an extreme amount. It’s really only in the mornings I really smell it.

An adjacent neighbor is outside ALWAYS smoking. Along with the persistent coughing.
But, far enough away, I can't smell it, thankfully.
I'm directly North of the neighbor, and winds typically are West or east.

We need more details before we can properly give advice.
Is the wife hot? If so, PIIHB. That's a given
Do they have kids, if so what ages are they? Hire local kids to beat their children up , find a wino and give him $50 to come peep into the teenager daughter's window at night.
If they have pets, kill them.
Get a burner phone and call them at home every hour on the hour asking if Dave is home
SWAT them (Google that if you don't know what it is)
Sneak into their house when they are at work and top shelf all of their toilets
Start mowing your lawn at 2 AM
Or you could just mind your own fricking business......

If they are outside, on their own property.. I don't think there is much you can do about it unless your neighborhood has rules against it.
