pretty sure that was reserved for despicable despots that we put in place to run countries that we had some sort of strategic interest to us that fricked everything up and got overthrown by the people that they were supposed to be keeping in control

I've always thought it would make good fiscal sense to send anyone who was going to serve 25 years or more in prison to Somalia or ISIS occupied Iraq. Give them £50, a weeks worth of MRE and a pocket knife and asta la vista.
