Well that's pretty much a death sentence

Exile was used a lot in olden days when being a citizen of a city or state really meant something. Dante was exiled from Florence and it was torture for him. Exile from your city meant you'd never see the people you loved and knew, all your social connections were lost, and you were an outcast. In a closed society, that's a big punishment. I don't think it'd have the same impact in a more open society with higher freedom of movement.
