Many excellent OT answers here but the real answer is the aforementioned chicken wire or cement. Field expedient method, if they stick to one area, is to drive pieces of rebar into the ground six inches apart.

If you can tell your neighbors see the problem, why have you not gone over and spoken to them? Nobody is going to be a mean to you if you explain you have small kids and don't want other people's dogs in your yard. Don't be such a pussy

Go to Sam's or Costco and buy a couple gallons of ground red peppers that people like to sprinkle on pizzas. Just scatter it along the fence line.
If that fails, shoot the dog's owners.....

So the dog is trying to dig or is digging, maybe the kids were playing with the dog from the other side of the fence?
fyi: German Shepherds are known to be great family dogs and very protective and loving to kids.
The dog has not been to your yard? so you are worried about a soon to be non event?
Solution: Bury quarter inch chicken wire around the fence where the dog digs, when the dog digs and its nails scratch the chicken wire it bothers them and they stop. Or line the bottom of the fence with the wire, ask the neighbors to do so on their side.
Also Tea Tree Oil works as a dog repellent that wont hurt your children.

-Talk to neighbor first
-There is a spray you could put down on your lawn as a repellent but I don't know how effective it is (research)
-Moth ball crystals
-Feed stores sell a single wire that you could wrap around you property or just on that side of your fence and it is electrified but, I would have a concern using it since you have small children

Spray them with a hose everytime they try to dig
