Guns.. dogs dont like guns for the most part. Every time it barks blast a shotgun. Keep a cheap dollar store cap gun handy. That way you can always say... what gun.. you mean this orange cap gun? I was using it to shut up that loud dog.

Had this same problem in our last house. Several dogs, including Labs, in a small pen right beside my bedroom window. Crappy neighbor always spending the night elsewhere while her dogs barked all day and night. We could hear them over the TV and the lawnmower. Woke us every night. After trying to talk to her MANY times to no avail (it was in an nice, older neighborhood and the HOA was lame) we bought a Barker Breaker. When the dogs barked, we put it right next to the fence and it would let loose a terrible piercing siren. The dogs hated it and it was not silent, so the NEIGHBOR got trained along with the dog. She actually called my husband and complained about the noise. He told her we could ALL keep listening to the Barker Breaker until she controlled her dogs. The problem ended.

I had a neighbor with one dog do it twice. Calling them at 2:00 AM both times to let them know did the trick. I may have also thrown in an extremely loud "shut the frick up!!!" while walking near the fence just before I called. It's a nice neighborhood and they are decent people.
Wow, you're far more patient than me. I would have put up with it for about 1-2 hours and been over there letting them know to control their animals. HOA would have been brought in long ago.

Go with the HOA. They can put pressure on the neighbor.
I live in a Co-Op building in NYC and just had this problem with a neighbor. The neighbors would go out at night and the dog would not shut up. I finally had enough and emailed the super about the dog. I am new to the building and some of the residents have been there for 30+ years so I figured the super would tell me to suck it up.
Nope. The super emailed me back and said he will talk to the neighbors. The super also said that if it happened again he would instruct the management company to open a legal proceeding against the neighbors. Needless to say, my super doesn't put up with too much crap, regardless of how long you lived in the building.

I have beeen on two different neighborhood HOAs. We cant do anything about dogs barking or shitting on your lawn or anything else that does not have to do with the appearance and regulations of your house. Need to call the popo.
