Neighbor's Dogs Won't Quit Barking At Night

Recently had a married couple move in next door. Younger couple, they've got three dogs, two labs, one jack Russell I think. Well, when they moved in, they built a no shite actual dog house, they even built a fence around the doghouse...in an actual fenced in backyard. Essentially, there's a fence within a fence. The dogs have approximately a 15x15 area in which they stay.
These motherfrickers absolutely will not stop fricking barking at night. It's a nicer neighborhood, has an HOA, etc. The owners of the house are never home so I don't think they know that the dogs bark at all hours of the night. So there's no way to let them know exactly how much I want to let those dogs loose out of their backyard.
I don't blame the dogs, obviously, they're fricking dogs. But the homeowners are never home and the spot where the dogs are situated in the backyard is right up against the fence that we share and my bedroom is on that side of the house.
Is HOA the best route to go if they keep this bullshite up? Gonna have to catch the owners when they're home first obviously.

Personally, I love dogs & couldn't do it...but those that could- the shock & awe when the neighbors wake up would change their behavior immediately

I would try and find a way to contact them before you do anything. However like you said if you can then yeah HOA is the route.

Talk to them about it, but writing a sincere, polite letter would do if you can't speak in person. If no improvement, you will have to file complaints or poison the dogs.
What is the point of owning dogs that are constantly left alone and fenced in a tiny area? I feel sorry for them. Of course they will become neurotic and yappy.
