Spray the dogs with a hose. Did that when I had that problem. Neighbors got pissed but I didn't care. I told them, every time they'd bark, hose would turn on and spray. They stopped barking.

you can start friendly. ring bell when they are home. ask if they are willing to put dogs inside when no one home at night. AND be sure to know your HOA rules.
I was in a HOA in Lincoln CA where if your dog was written up just a couple of times, it had to leave the community. The HOA where I am now just fines the people, $25 per instance of 20 minutes barking.
The legal ramifications of your letting the dogs out are terrible for you.
let them be sucked into HOA hell alone.
Discuss with the HOA security chief. make sure he puts his teeth into it.

best revenge: by a few dozen crickets and let them loose inside their vehicle. Do you have any idea what this does? I used to do this to some of my enemies back in the day.
