Assuming the guy is telling the truth:
I love animals, but I love my kids more. If a strange dog is in the yard and is acting aggressive, then I'll try and run him off. The dog better run off, b/c if there is any question in my mind that the dog does not view me as above it in the pecking order, then I'll do what is necessary to ensure the kids are protected. Pretty easy, kids > dogs. Owner can come try to beat me within in inch of my life, but I'm thinking they would have an indication of how that might end.
If he's lying and just killed the dog to shoot something, then he is a POS.

i think its the common sense of
1) he lied about owning a gun
2) had time to go get his gun during this immediate threat
3) left the dog to suffer
the neighbor seems pretty terrible.

I'm not saying that the first reaction should be to shoot the dog, but it was out (a.k.a. not locked up on its owner's property) and around a female in heat (which makes them do some weird shite).
Again, not saying he should've shot anything, and his initial lie makes things seem odd, but there isn't much the gf can do IMO since she was basically the irresponsible party in this situation and let the dog get out and into trouble.

Absolutely. No doubt about it. But the fact of the matter is, the guy lied about it. He fabricated his story to cover his arse. Shot the dog because he's a redneck bastard who wanted to shoot something, and then left it to suffer.

Lure the neighbor into your yard and shoot him. When questioned, say he threatened you.

unless he had the gun in his lap im pretty sure it sounds like he had time to bring the kid inside.
and if the dog was going nuts threatening my family to the point shooting was required, i surely would go with that story out of the gate - and likely be calling the cops myself as opposed to this wait and lie nonsense

BTW, my comment wasn't based on what happened in this story...just a response to someone saying they could understand shooting if the dog was attacking the kid.
But I don't know what happened here, and I'm sorry if I don't blindly side with the loose dog. Dogs, no matter how sweet they normally are, are still animals capable of bad things. Had the other dog not been in heat, I wouldn't be so skeptical about it. But females in heat make male dogs do some weird arse shite.
