You're a successful real estate investor and remodeling contractor, obviously looked upon as an alpha by the board and others, as they wanted you to step-in. You've no doubt experienced and overcome conflict and your feelings about this neighbor's rule breaking (bad for the neighborhood) are now known. Perhaps it's time to assert your clout as resident and HOA member and/or as HOA board member and resolve the neighbor's infractions, and other issues in your sub-division. If there are enough residents to afford, through dues, the hiring of a property mgmt company to handle these issues, perhaps do it. In my hood, the HOA hired a property mgmt company and they are "on it," which reduces neighbor-on-neighbor and board member-vs-neighbor conflict. We have a rule about no trailers/campers/boats of any kind being in front of the house or visible from street...not permitted in the driveway, etc...unsightly, leads to other infractions, impacts safety, reduces property values, etc. People paying $700k to live in a nice neighborhood need and deserve people like you, who give a damn, to step-up and enforce the rules...keep things right. This major rule breaker probably has another place where he can park his equipment...or he'll have to find one.

Frocking hate HOA.
Had two things I wanted when I was home shopping
1 room on both side of house to bring boat and trailer into back yard and out.
2. No HOA
How the frick does someone else think they should tell me what to do in my yard.
If I want to put a RV, a 26' boat with a cobia tower and a dump trailer in back yard or on side of my house I'm gonna do it. And if you don't like it move.
Now if the issue is dude is parking his camper or 5th wheel in the cul-de-sac then may need to look at city ordinances and give him a heads up B4 u do.

People don't move into HOAs thinking they will be told what to do.

Why not become a board member instead of complaining about their inaction..
Keep in mind you won’t be paid, boards are made up of unpaid volunteers. Our neighborhood has a hard time filling these positions.
That said, most associations have management companies to handle these types of issues.

Well you belong in a different community than the one involved here.
If everyone had what you want to do ol the community would look so dang trashy.
Do you realize...back yards can be seen from second story windows ? Who wants to see a massive RV in the backyard if you could manage to get it there? 6' fences don't block RVs and most boats
Like I said...you're describing lots with acres ...
Our homes are 25' apart.
New communities are 10' apart...because land and development cost have doubled the last decade

Depends on which kind of person you are I guess?
One with self awareness expects the HOA to handle situations where neighbors need correction...
Our hoa is weak...they are reactive.
They couldn't get my neighbor to move box trailer off the driveway...7 or 8 years ago
Its against covenants and city ordinances...
HOA is now relying on city to do the legal bad guy work...

You have to understand...things were loose when we moved here 15 years ago. I didn't know until I lived here a while

Everyone commenting has a personal experience from their HOA.
Its not right to make generalizations about all being the same...or the people living there being the same.
Its okay to label me Beta, or a Karen...I made mistakes..
But my neighbor is the one has history...he didn't communicate his intentions...
Now the relationship is fractured...well because It lingered...and I was told he had no plan for storage
I'd say at least 75% of the people...here...if you live here and were witness to the cul de sac since October...you'd probably feel as i do.
And if you knew my neighbor, his temperament and history with HOA...you too wouldn't want talk to him one on one...
It's easier to go work and forget it...then the weekend rolls around...and there it is...in front of your house
