As others have said give the current garage restrictions it’s almost certainly a team member, a nascar employee, or a track employee. Assuming it’s not an inside job my vote would be track employee but again who knows

Most likely scenario IMO:
Someone with access enters garage space by themself with backpack on or otherwise with a bag and walks to area without any cameras. Walks back to area with rope out of his backpack, and well within the camera frame makes a call to report it.
Camera's are generally only there to monitor movement in and out and watching high priority areas like the race car and parts. There's no reason to monitor a back corner seating area for instance if you know everyone that enters. Therefore, its pretty dang easy to "find something" and have no idea where it came from. Especially after a busy day of a lot of people being in and out with bags or whatever.

Again, the Sons of Confederacy already claimed responsibility for flying the flag. It is known who did it and why. Too easy to trace a plane like that through the FAA. NASCAR should have the same level of tracking to find out about the noose.
