I mean technically we have no clue what would happen if you traveled faster than the speed of light because it can't happen. Just taking from the fact that time slows down as you get closer to the speed of light, the only logical conclusion would be to say that if you went faster time would go backwards. But nature doesn't allow this.

does time really in "fact" slow down, or is it just a perception. to me, it may seem like it slows down just bc of how fast light travels, but i view time as a constant.

No, time is not a constant. It is relative. That's what the theory of relativity is. The only constant is the speed of light. The speed of light is the same for any observer.

So back on topic, if NASA says with reasonable certainty that they've found an earth like planet with water and an atmosphere similar to ours, how would the world react?

To the general public that are only concerned about things that affect their everyday lives, yes, this would mean nothing. They would click the link, see that we won't be going there anytime soon then exit. And that's if they even click the link. The only people that would care are those with a genuine interest in this field. Which, sadly, are few and far between.

Think of a few months ago when the giant squid was caught on film for the first time in history. Everyone knew it existed, they just got to see it alive for the first time. People pretty much just said "neat" and went about their business.

That's the kind of reaction you'd see.
