The same NASA that lost two out of five space shuttles, and crews due to engineering evaluations, and decisions that were wrong.
Considering the continued existence of mankind could be at stake there are way too many unknowns to attempt this type mission with a acceptable risk level.

I talked a couple months ago with Dr. Moo Cooper, who oversaw the cleanliness procedures to make sure we didn’t take anything to Mars. She’s also in charge of making sure when the samples return nothing gets released out here. She’s pretty cool. I trust her.
