The only time I visited Stone Mountain, it seemed as if the overwhelming majority of visitors were black. This was about 3 years ago - They didn't seem too offended then...

Because they can keep using it as an excuse to get whatever they want, and since the politicians found that it gives them a block votes of blacks because the uneducated blacks don't do any research on candidates, they only vote for whom their told by their leaders.
