When I was at SLU back in the 80's, frat brother worked for Burger King, he stole boxes of whatever scratch off game they had going on at the time...

Most of the frat ate BK for free for an entire semester...

Guy worked as the head of security for the company that printed the game pieces. He began stealing the instant win pieces and giving them out to people he knew. They tried to hide it by claiming in different states and having seemingly unconnected people claim the money, but eventually there were like 3 $500k+ winners within a 25 mile radius. He'd sell the $1MM pieces for a cut of the prize money, usually the first $50k installment they received. FBI got an anonymous tip and put together the case. The main guy stole 60+ pieces and over $24MM in prizes. No one went to jail for more than 15 years, but they were ordered to pay restitution.

Yeah he got those seals, but that seemed reasonable to leave out of the cliff notes.
