It's extremely inappropriate, and I'd probably beat this dudes arse if I was the dad, but unless there are some odd rules on the books it's not illegal.

I mean I'm not going to raise any daughter I have to make out with 40 year olds at parties. I also agree beating his arse will get you jail time, so I'd probably just mess with him in some other way after dealing with my daughter who is also wrong.
