The best weapon is one that she is comfortable with and good at using. Whether that is a handgun or shotgun. And having a dog in the house (a decent sized one) is a huge deterrent.

Even your sub compact 9s kick a little too much for someone with no experience, especially if they're polymer body guns like SCCY. She might choose this option if she's preferring to shoot a hole in her floor or ceiling when an intruder breaks in.
There's compact 9s that are tolerable, just stay away from poly lowers that might seem appealing because they're "light".
The concealed carry AMT Backup mini .380 is what my wife carries, extremely small and accurate and doesn't have that wrist breaking kick because it's still fairly heavy and solid. Lots of .380 options out there and they're compact enough to still be effective and most importantly not *too* light where they'll damn near break a wrist firing them

For some people, gun ownership is their first step out of that leftist bullshite. After that, they start seeing the hypocrisy of the whole leftwing machine. I disagree on her getting a long gun for home protection. She's likely to be far more intimidated by that than a smaller handgun and she won't be able to take it with her when she goes out where the danger is. I would have told her to try out the S&W M&P Shield EZ in 380. That is a good caliber for a beginner and a female. The EZ has a loose spring making the slide much easier to rack than a standard model semi. I'd tell her to get that and take the permit class and possibly buy her some hours at the local range for a dedicated training session.

If you go shotgun needs to be semi auto style and definitely gunna need short shells
If she goes pistol small subcompact with double stack magazine can do 380 auto and they are better then 9mil used to be could get hollow tips but I don’t like those I like Glocks sig and hk
edit: if you go full concealed and carry everywhere you absolutely cannot not consider the single stack 365xl
If she wants it to actually protect her house and hold it down in an emergency get her a ar or preferably a side folding mini 14 they are light, light ammo, And can do 10roubd or flush mags to make it more concealable and have a 30 round near by.
Those would be at or near top of my picks, and if it was my daughter it would be a all three purchase and gift with cleaning kit and bore snake with a box of ammo for each and a box of plus p for each
