Mr. Blutarski and SUNO New Orl..0.0, what does it take to shut down a college?

So SUNO New orl. got a 0.0 on a financial report (and a number of other LA colleges are below 2.0 etc.) Really what would it take to shut down a college in LA? Low graduation rates, complete financial mess, student debt? SUNO New Orl. has it all! And a number of others are only saved but a score of 0.0... I know the education lobby/union is strong, but come on!
