A Tennessee woman who was falsely charged with bank theft in North Dakota and jailed for six months has sued for $10m in damages, alleging in a federal lawsuit that Fargo police improperly relied on an artificial intelligence (AI) facial recognition system to wrongly accuse her.
Angela Lipps, 50, was arrested at gunpoint by US marshals at her home in Tennessee while babysitting her neighbor’s four children in July 2025. The mother of three and grandmother of five was booked into a county jail and remained there for almost four months without bail while awaiting extradition to North Dakota, where she was held fo two more months.
Lipps, who has lived most of her life in north-central Tennessee, had never been on a plane until authorities flew her to North Dakota at the end of October, where she was charged with four counts of unauthorized use of personal identifying information and four counts of theft.
The charges were ultimately dropped, and she was “released into the freezing cold … on Christmas Eve with no way to get home” after her lawyer provided bank records proving that she was in Tennessee at the time the fraud occurred in Fargo, the complaint says.
Lipps’s lawsuit names the city of Fargo and Lucas Heck, a city police detective identified in the complaint as having requested the arrest warrant for her, as the defendants.
The plaintiff alleges that she “experienced traumatic conditions in the jails”. “She struggled with the fear of not knowing when she would be released or whether she would end up wrongly convicted and imprisoned for years,” the lawsuit continues. “She missed family birthdays. She spent her own birthday incarcerated, separated from her family. She missed holidays with her loved ones, including Thanksgiving and Christmas. While in custody, she was denied basic care, such as her medications and her dentures.” Lipps learned she had lost her residence, her car and her personal property once she was released from custody, her lawsuit states.
The “Fargo police department (FPD) and its agents have refused to accept responsibility or apologize to Lipps despite multiple requests for them to do so”, the complaint says. The lawsuit says that it seeks to “repair what has been broken” over her false arrest and “seeks accountability” from the FPD.

I hope she takes them to the cleaners. There is no excuse for that level of incompetence.

If true I hope she gets every penny. Can you imagine the anxiety for someone like that?

Wow! Someone is going to get paid!

I agree. But I don’t think that’s enough. They ruined her life. There should be criminal consequences here. I know there won’t be. But there should be. We give law enforcement and prosecutors vast powers. With those powers should come dire consequences for gross negligence or, as appears to be the case here, blatant abuse of power.

You know, the shitty "detectives" could have done their due diligence and checked this and all of this bullshite could have been avoided. I hope she bankrupts the whole damn town.

I’d like to see city officials from FARGO serve jail time for this.

Some folks need to lose their careers over this.
It's insane that can happen in the United States in the 21st century

Sue Tennessee too. they should have investigated if they're going to hold her for 4 months. some cops need to go to jail though. need more than civil penalties.

Guilty until proven innocent.
I hope she tears them a new one, and a lazy detective is shitcanned.

This is old but I hope she gets every penny. The refusal to take proper responsibility is mind blowing… there’s no reasonable defense that warrants their silence.

Does this woman have an identical twin? Otherwise those cops in Tennessee would have to be pretty stupid to not quickly determine the Fargo idiots identified the wrong person. Something is not adding up here.

I hope she wins and is awarded more than that punatitively. Government employees who use this technology carelessly or abusively should face extremely stiff penalties. It's too dangerous to just lightly police. There has to be a legitimate deterrence.
