bonne carre always gets opened FIRST.. and more often

morganza has only been used twice..... Bonne Carre has been opened 10 times....

There are new procedures after 2011. Overbank was opened yesterday.

Are all of the crest projections based on current water levels? What happens if more heavy rain falls over the next month? With El Nino in full swing things could get worse.

From what I can tell, it's part of the ORCS that operates with the river is out of its banks. It's that northernmost channel running NE to SW.

How can the river be "temporarily backed up"?

I think a lot of people don't understand the magnitude of this river and what it is capable of - especially at flood levels.

It is one of the structures that make up ORCS. It is only used in high water events. I read an article a couple of das ago (I'll link it if I can refind it) that said that after the 2011 flood, they redid some of the trigger points for activating various structures that are not everyday use structures. The overbank structure is one that is used in flood events to push additional water to the Atchafalaya River. The trigger point was lowered so they have opened it earlier in the event than they have before. They are hoping that may reduce the need to open the Morganza and the Bonnet-Carre.

Point being... just because things were done in a certain order and at certain points before, doesn't mean the same plan will be followed this time.

Many years ago, before he retired, my grandfather was a pretty high person at the Corps and he was part of the decision recommendation team as to when to activate various parts of the Lower MS River flood control system. Basically, they would send the reccomendation to the general who oversees the entire division (I think it's an O-8 who is based in Vicksburg) and he would issue the commands.

To this day, he still tells some pretty interesting stories. I'll see him tomorrow and I'm curious what his current thoughts are.

Post 2011 Mississippi River Flood Damage Assessment by USACE

Interesting in that Seepage started occurring in Baton Rouge's Duncan Point when the Carrollton gauge reached 12.45 feet. It will be 12.9 feet starting tomorrow.
